For those of you who seek information, I recommend "The Role of Technological
Evolution in the International Law of Arms Control: Scylla or Charybdis",
by Peter M. Dobra, in Jurimetrics, Journal of Law, Science, and Technology,
Fall 1980, Vol. 21, No. 1 p. 31-72. 
After 40 pages of information, Dobra's conclusion:
"From the year 650 B.C. to the present there have been more than 1,600
separate arms races.  Only one in one hundred of these arms competitions
did not result in war.  There is little doubt that we are now engaged in
the greatest arms race in history, both in terms of total resources and 
destructive power.  The current situation is a sobering one.  The political
realities are not such as to instil a great measure of optimism that the
political courage exists to overcome the obstacles.  Yet these political
impediments are relatively unimportant when compared to what is at stake.
If the rule of law is to effectively regulate the armaments of nations, if
the existing international laws are to continue, or if even modern civilization
is to be expected to persist, the will to end the dynamic cycle of arms 
innovation and deployment must be found.  The price of failure now in the
nuclear age has no parallel in the history of mankind.
